Actually, as FactCheck.org wrote in the May 29 story “Pataki’s Welfare Whopper,” the sharp decline had more to do with a 1996 federal overhaul of the nation’s welfare system.
Pataki made the claim in his May 28 presidential announcement speech in New Hampshire.
